What is the difference between Offers and Timers?

Offers is the buying path: checkout pages, buy buttons, bumps, upsells, coupons, and post-purchase workflows. Timers is the deadline engine: countdowns, launch windows, expiring coupons, and the events that fire when a deadline passes.

Do I need both?

No. Each product works on its own. They share the same account and commerce layer, so you can add the second one later without changing your setup.
